The property meets/exceeds all current regulations (DSU, council, etc).  It's owned and managed by private landlords who live locally.  We keep the property at a standard where we'd be happy to live there ourselves (and we have reasonably high standards!) and try to make it a comfortable home rather than "cramped bedsits" - similar houses on the street are let to 7 or 8 tenants.  We have always managed to fix minor maintenance problems within 24 hours and in six of the last seven years have returned 100% of the deposit to tenants (in the seventh year £50 total retained as a 25% contribution to carpet cleaning).  We don't offer a bills included deal to encourage sensible use of electricity and gas, but your bills should be far lower than the >£10 per person per week charged in many of the "free bills" deals.
